Robert's Rules of Order is the short title of a book, written by Brig. Gen. Henry Martyn Robert http://en.wikipedia.org/wiki... , containing rules of order intended to be adopted as a parliamentary authority for use by a deliberative assembly. Currently in its eleventh edition and published under the name Robert's Rules of Order Newly Revised (and often referred to using the initialism RONR) it is the most widely used parliamentary authority in the United States,[1] according to the National Association of Parliamentarians, a professional association of approximately 4,000 members which provides education and accreditation certifications for parliamentarians.[2] - Thomas Page
At its heart is the rule of the majority with respect for the minority. Its object is to allow deliberation upon questions of interest to the organization and to arrive at the sense or the will of the assembly upon these questions.[1] Self-governing organizations follow parliamentary procedure to debate and reach group decisions—usually by vote—with the least possible friction. http://en.wikipedia.org/wiki... , http://en.wikipedia.org/wiki... , 11 -24 sort this mess http://www-rohan.sdsu.edu/faculty... http://nofearofthefuture.blogspot.com/2011... http://en.wikipedia.org/wiki... http://en.wikipedia.org/wiki... http://en.wikipedia.org/wiki... http://en.wikipedia.org/wiki... http://www.ic.unicamp.br/~wainer... , 11 -25 The Senate’s Long Slide to Gridlock http://www.nytimes.com/2012...& , 9 -22 http://rules.house.gov/resourc... - Thomas Page

Call the Question ... Calling the question: When members get tired of hearing the same arguments go back and forth on a pending motion, inevitably somebody calls out, "Question! Previous question http://en.wikipedia.org/wiki... , in parliamentary procedure (also known as calling for the question, calling the question, close debate and other terms) is a motion to end debate, and the moving of amendments, on any debatable or amendable motion and bring that motion to an immediate vote. - Thomas Page
Committees do not actually change the texts of the bills they mark up http://en.wikipedia.org/wiki... . Instead, committees vote on amendments that their members want to recommend that the House adopt when it considers the bill on the floor. The committee concludes a markup not by voting on the bill as a whole, but by voting on a motion to order the bill reported to the House with whatever amendments the committee has approved. A majority of the committee must be present when this final vote occurs. For all other stages of markups, committees may set their own quorum requirements, so long as that quorum is at least one-third of the committee's membership. - Thomas Page
