People freak out about blind people buying cars, but they forget that those owners could hire someone to drive the car for them. I figure it's the same with guns: blind people should be able to own guns. Blind people shooting or carrying the guns, however, is a different matter.

I guess that's fair. On the other hand, the DMV won't give a blind person a driver's license.

Are there different permits for owning and shooting? Or is it all the same thing?

Well, different permits for owning versus carrying in public depending on the state (from what I understand, in many jurisdictions and depending on the type of gun, you don't need a permit just to purchase/own) and according to the article the permit in Iowa allows blind people to carry firearms in public. But I think there's an analogy between buying a car/buying a gun versus driving a car/carrying a loaded gun in public.
