Well, different permits for owning versus carrying in public depending on the state (from what I understand, in many jurisdictions and depending on the type of gun, you don't need a permit just to purchase/own) and according to the article the permit in Iowa allows blind people to carry firearms in public. But I think there's an analogy between buying a car/buying a gun versus driving a car/carrying a loaded gun in public. - Victor Ganata
