The variation of wind is mainly caused by turbulence in the atmosphere particularly in the lower part of the atmosphere.This turbulence is usually minimum in the night and morning and maximum during the afternoon and evening.Hence the wind is also light and fairly steady in the morning but strong in the later part of the day.This turbulence occurs due to the following reason. When the air layers, close to the ground, are subjected to intense heating by the solar radiation,the air ascends due to buoyancy and convection currents are set up.If they are sufficiently strong ,it leads to turbulent fluctuations in the lower atmosphere which appear as gusts(sudden increase in wind speed) and lulls(sudden decrease in wind speed0 in the horizontal wind particularly on hot summer days especially during the afternoons. Yes, usually in the afternoon the winds will be higher because more mixing of something called the planetary boundary layer occurs due to the heating of the Earth's surface. This causes warm air to rise, and because the atmosphere must preserve mass, cool air to also fall. Thus winds are often stronger in the afternoon if a lot of daytime heating occurred. In the morning, the ground and lower levels of the atmosphere cool off much faster than the higher levels of the atmosphere, creating a stable airmass (cold below warm).
