"I've wanted something very similar. I think they could create an "opt-in" mailing list type feature and add it as an button or panel that appears below your stream. I've considered creating a free MailChimp mailing list and using that to email followers. I think it really sucks that I have no means to communicate with my followers through Twitch, other than creating a broadcast and hoping they watch it live or watch a highlight." - Sam Houston
