There's tremendous promise here and you lay the essence of this clearly. I do worry about the state of technology to enable this in a reliable manner, though. The opportunity / ability to 'game' remains high today and that makes me visualize what 'lobbying 2.0" will start to look like if citizens can influence policy early on, and not just at the tail end at voting time, as we do today. Time will tell....All that said, I think some form of this is absolutely necessary and we will see this play out in pockets sooner than we think. Cheers."
