"As far as I know it shouldn't really affect the "lag". Regarding buffering, the buffering is happening on the viewer's end..which means their internet connection is probably not fast enough for the bitrate that you're streaming at. What are you streaming at now? The "lag" or delay between what happens on your end and what your viewers see is actually a delay caused on Twitch's end. It takes time for them to process and stream back out to viewers, this usually adds about 20 secs (more or less) delay between you and the viewers. There's nothing you can do to change this as it's mostly an issue on Twitch's end. They've talked about how they're investigating ways to lower the delay." - Sam Houston
