Also, not withstanding the ocean, the cold of the Aleutians and Alaska PLUS the rugged terrain of the BC coastal range which goes right to the ocean (something even the Trans Siberian didn't go through) and you have not only expensive and insurmountable obstacles, you'll have little to no return on your investment even after a hundred years. Canada was able to conquer the Rockies because it was building a nation (the National Dream). From a commercial standpoint, no one wanted to touch it. The same applies to the British in previous centuries by connecting colonies such as India by rail. Those conditions simply do not exist here.
