When it comes to #Arrow on CW, are we supposed to ignore the fact that Superman, Batman, Wonder Woman, etc. should be in the same universe?

Watching last week's episode, and they keep acting like Arrow is the first vigilante/hero in their universe. They mention him, Flash, Huntress, ATOM, Canary, etc., but ignore the rest of the DC universe that probably should be on their radar.
