Wondering if I should upgrade the old 3G to iOs4 or just wait for my new iPhone to be delivered

I've done it already and I can't see a downside to it. Folders have made a BIG difference to my sense of having this pup under control. The Mail app is also greatly improved too. So, go for it. It's not going to be an iPhone 4 but it'll still be a sweet device.
