The best hope of success for any program will be to start with getting the locals interested in staying in the community before coming up with ways to lure tourists. It's got to be something the community draws from within its own strengths and character. The 'rich history' upon which it has, so far, focused its primary character, has got to include more than the just Civil War antiques and antebellum bed and breakfasts if it hopes to be any more than an diverted-off-the-beaten-track Victorian-era theme park. Although I'm surprised a steampunk movement hasn't descended there yet. And although the history is at least as colorful as it is 'rich', this once-thriving river town managed to pull itself together beyond the Missouri Compromise, beyond the turn of the 19th century and enjoyed a very healthy economy of locally-owned business and industry well into the late 1970s–early 80s.
